I agree with Tim. Maybe it's an effort versus reward situation: it's just not worth the agent's time to plow through all the beginner novelist queries they receive when a writer sends out a zillion query letters by email as soon as they finish the first draft of their memoir/novel.
: I'm not sure if it's an end of year thing, but I have noticed a lot more agencies saying they are not accepting queries at all. Maybe it's more about the current state of the fiction publishing "industry."
