The message is two fold: (1) when they are making millions of dollars per second, the exchanges are not about to stop the rigging until the regulators make them stop; (2) the “regulators” all came from Wall Street, and they eventually return to Wall Street, so . . . well, you get the idea.
Why am I not surprised?
